The screen timeout simply determines how long the screen will stay on once you are done using it. It is usually from 30 seconds to 1 minute by default. If you are using your phone for something that you don't need to touch the screen, you may find the short screen time-out annoying.
On Android devices, you can easily change the length of the screen timeout. The procedure varies slightly depending on the phone you have, since each manufacturer changes the Android UI. Even so, generally only takes a few steps.
