Shortcuts is an Apple application that allows you to automate various tasks on your iPhone or iPad. To convert your photos to a PDF, you can create custom shortcut in this app. This shortcut will accept your photos as input, will convert them to a PDF and allow you to save the PDF to your preferred location.

How to make a PDF file with your images
When you are ready, get started by downloading and installing the free version Shortcuts app on your iPhone. Then open the newly installed application.
In the Shortcuts app, in the upper right corner, select sign “+” (plus).

In the countryside “Look for”, scribe “Choose photos”. Then choose “Choose photos” in search results. You are adding this action so that your shortcut accepts photos as input.
In the section “Choose photos” just added, activate the lever “Choose several”. This will allow you to select multiple photos to convert to PDF.
Touch the field again “Look for”. This time, scribe “Create PDF” and select it in the search results. This action will convert your input photos to a PDF file.
Touch the field “Look for” again, scribe “Share” and select “Share” in search results. This action will allow you to share or save your resulting PDF file.
In the same page “Untitled shortcut”, in the upper right corner, tap option “Setting”.

You will now see a screen of “Icon”. Here, choose an icon for your shortcut that will appear on your home screen. After, in the upper right corner of the screen, select “Ready”.
The Shortcuts app will open a Safari window. In this window, from the bottom bar, select option “Share” (an arrow pointing up in a box).
On the sharing sheet that opens, select “Add to home screen”.
In the page “Add to home screen”, in the upper right corner, select “Add”.
Your custom shortcut is now added to your iPhone home screen. Now you can close the Safari window.
Launch the newly created shortcut on your iPhone. For this, go to the home screen and touch the shortcut icon.
When the shortcut opens, it will ask you to select the photos you want to combine into a PDF file. Choose the photos on your screen and, subsequently, in the upper right corner of the screen, select “Ready”.
Your shortcut will start converting your photos to a PDF file. Once this is done, will ask you to save or share your PDF. Select an option from the menu on your screen.
And your PDF file is now ready.
